AMD 47.5 Billion to Be Allocated to High-Tech: Mkhitar Hayrapetyan Presents 2025 Budget Draft for the High-Tech Sector in the National Assembly
During preliminary discussions on the 2025 state budget at a joint session of the NA Standing Committees on Economic Affairs and Financial-Credit and Budgetary Affairs, Minister of High-Tech Industry of Armenia Mkhitar Hayrapetyan presented upcoming projects for the high-tech sector. He highlighted that the AMD 47.5 billion allocated in 2025 for the Ministry’s coordinated sectors will fund 5 budget programs with 20 targeted measures.
An allocation of AMD 32,810.9 million is planned for the development of the high-tech industry, aimed at improving sector infrastructure. The following budgetary measures will be implemented within this framework:
- AMD 413.0 million will go towards the “Preparation of Specialists: Academia-Private Sector Cooperation” measure, which includes targeted training aligned with market developments and the rising demand for a skilled workforce.
- AMD 344.9 million will be directed to market development and international cooperation.
- AMD 748.5 million is designated for the Entrepreneurship Technological Ecosystem measure.
- Approximately AMD 29.4 billion will fund state support to commercial organizations and individual entrepreneurs in the IT sector, based on legislative approaches in the draft laws “On Amendments and Additions to the Tax Code of the Republic of Armenia” and “On State Support of the High Technologies Sector,” currently in circulation.
Additionally, AMD 36.0 million will fund “Coordination, Security, and Maintenance of the Engineering Business Accelerator,” covering electricity maintenance costs for the Supercomputer in Engineering City. An additional AMD 1.1 billion will support the “Continuity of Construction and Furnishing of the Engineering Business Accelerator,” ensuring ongoing construction and site improvements.
In 2025, an allocation of AMD 548.0 million is planned for the telecommunications project, covering:
- AMD 326.3 million for telecommunications regulation and maintenance of the "Republican Telecommunication Center," established by RA Government decision No. 1807-N on October 6, 2005.
In 2024, the radio monitoring program worth AMD 4.5 billion will conclude, addressing electromagnetic compatibility and radio frequency disturbance issues for civil, military, and specialized radio devices on local and regional scales, and ensuring data collection on actual frequency use.
To ensure digital television broadcasting throughout Armenia, around AMD 80.6 million will be required annually for satellite capacity leasing, and AMD 140.9 million annually for maintaining data exchange communication among RA state bodies.
For the unified digital environment project, AMD 7,153.5 million is allocated in 2025, covering initiatives such as “Information Security Policy Implementation and Electronic Management System Development” (AMD 1.01 billion) and “Establishing a Unified Digital Environment” (AMD 5.0 billion).
The Minister addressed a number of questions from committee members about the proposed projects, providing clarifications and comprehensive answers.
