The Minister of High-Tech Industry Highlights the Launch of AWS’s European Sovereign Cloud as a Balance of Data Security and Innovation

Amazon Web Services (AWS) has announced the launch of the AWS European Sovereign Cloud, a sovereign cloud infrastructure designed specifically for the European Union. The new cloud environment is fully hosted and operated within the EU, in compliance with EU regulations, and is physically and architecturally separated from other AWS regions.

The initiative aims to ensure a new and enhanced level of protection for sensitive data and metadata, full data localisation within the EU, as well as operational and legal independence, in line with the digital sovereignty requirements of European countries. The sovereign cloud is primarily intended for government institutions, strategic sectors, and highly regulated industries, while fully preserving access to AWS’s advanced cloud and artificial intelligence capabilities.

AWS has also announced plans to expand the sovereign cloud infrastructure from Germany to other EU countries, including Belgium, the Netherlands, and Portugal. The expansion is intended to ensure full localisation of infrastructure, data, and metadata within the EU, as well as support the deployment of fast and efficient real-time solutions.

Within the AWS European Sovereign Cloud framework, AWS Partners are ready to provide relevant solutions both for the new sovereign cloud environment and its broader ecosystem. Launch partners include Accenture, adesso, Adobe, Arvato Systems, Atos, Capgemini, Dedalus, Deloitte, Genysys, Kyndryl, Mistral AI, msg group, NVIDIA, SAP, SoftwareOne, and other organisations.

The launch of the AWS European Sovereign Cloud has received broad support at both European and international levels. High-ranking officials from several leading countries express support for the initiative, emphasizing its importance for Europe’s digital sovereignty, data and metadata security, and innovation-driven development.

AWS’s announcement also included remarks from the Minister of High-Tech Industry of the Republic of Armenia, Mkhitar Hayrapetyan. The Minister highlighted the importance of sovereign cloud infrastructures, noting that they align with Armenia’s strategic vision by ensuring data security, fostering innovation, and creating opportunities for sustainable economic growth.

Armenia continues to promote the development of cloud and artificial intelligence infrastructures, as well as the ecosystem around these technologies. In 2022, the Ministry of High-Tech Industry and AWS signed a memorandum of understanding aimed at supporting the adoption of cloud technologies in Armenia’s public and private sectors and modernising state technological infrastructures.

Within the framework of this cooperation, as well as the implementation of the Virtual Institute of Artificial Intelligence, on 25 December 2025 the Government of Armenia approved a pilot programme to provide access to high-performance computing resources in the field of artificial intelligence. The programme aims to expand the use of AI solutions and ensure access to high-performance computing resources in Armenia, with state support of up to AMD 400 million.

The Ministry of High-Tech Industry will continue to support the development of advanced physical infrastructures in Armenia and the implementation of the government’s “Cloud First” initiative.
