Armenia and AWS expand cooperation in the fields of artificial intelligence and telecommunication technologies

Minister of High-Tech Industry of Armenia Mkhitar Hayrapetyan met with the delegation of Amazon Web Services (AWS) - Franco Spicciariello, Director Public Policy Mediterranean, Central-Eastern Europe and Central Asia and Sargis Ghazaryan, Public Policy Lead, International Affairs -  within the framework of the Armenia-US Summit on Technology and Innovation and the official visit of the Vice President of the United States JD Vance to Armenia.

The meeting was a continuation of the strategic dialogue within the framework of the Memorandum of Understanding signed between the Ministry of HTI and AWS, as well as the Memorandum of Understanding on cooperation in the field of artificial intelligence and semiconductors signed on August 8, 2025. These documents are aimed at the introduction of leading edge technologies as important drivers of Armenia's economic modernization and resilience. 

The sides discussed the progress made within the framework of the current Memoranda and reaffirmed their readiness to deepen cooperation in the areas of artificial intelligence, cloud infrastructure and satellite communications. Particular attention was paid to strengthening Armenia's technological sovereignty and the introduction of next-generation solutions in the fields of industry, education and public services.

Among the key topics of the meeting was the ongoing development of the Artificial Intelligence Virtual Institute, where AWS acts as a strategic enabler, providing cloud technology solutions, technical expert support and a capacity-building toolkit. The Institute is seen as a platform for applied research, workforce development and innovation with directions related to artificial intelligence, in line with international standards and changing market requirements.

Opportunities for expanding cooperation in the field of satellite communications and space technology-based services were also discussed, including the use of cloud platforms for secure communication, data processing and providing advanced edge computing solutions. These directions have been highlighted as key components for building smart infrastructure, advanced manufacturing, remote services, and national digital resilience.

In his speech, Minister Hayrapetyan noted that Armenia sees the partnership with the world's leading technology companies as a strategic basis for building a competitive and innovation-driven economy. Cooperation in the fields of artificial intelligence, semiconductors and satellite technologies was assessed as an important factor in the development of high value-added industries and the transformation of Armenia into a regional center of emerging technologies.

The AWS delegation reaffirmed the company's commitment to long-term cooperation with Armenia, stressing the importance of public-private partnership in accelerating innovation, developing talent and introducing scalable, secure technology solutions.

At the end of the meeting, agreements related to the implementation of the actions discussed during the Armenia-US Summit on Technology and Innovation were also discussed and concluded with an outline of further steps of cooperation aimed at the introduction of leading technologies and the development of Armenia's digital infrastructure.
