Mkhitar Hayrapetyan Meets with US Chargé d’Affaires David Allen

On June 29, the Minister of High-Tech Industry of the Republic of Armenia Mkhitar Hayrapetyan, received the Chargé d’Affaires of the United States to the Republic of Armenia David Allen.
Mkhitar Hayrapetyan highly commended the effective partnership established between the Republic of Armenia and the United States of America, emphasizing the strategic significance of the "Memorandum of Understanding on Cooperation in the Field of Artificial Intelligence and Semiconductors," signed on August 8, 2025, in Washington, D.C.
The Minister noted that the signing of the Memorandum holds unprecedented importance for promoting bilateral cooperation, and utmost efforts must be exerted to effectively capitalize on the document and translate it into tangible outcomes. Provision of high-performance computing resources, as well as the expansion of interaction with major American technological companies, were highlighted as primary areas of cooperation.
For his part, David Allen reaffirmed the readiness of the United States to support the development of the Armenian technological ecosystem.
Reference was also made to one of the key milestones in Armenia-US cooperation in the semiconductor sector: the granting of an advanced technology export license to Microchip Technology. The Minister emphasized that this is the result of consistent bilateral efforts, and this cooperation reaffirms the high mutual trust established between the two countries. In this context, the Minister stressed that transitioning to a more favorable status for Armenia within the US export control regime would become a logical and natural continuation of the strategic partnership.
The interlocutors also discussed the current progress regarding YouTube monetization in Armenia, the development of digital platforms, the expansion of the presence of American tech corporations, as well as matters concerning the upcoming signing of a Memorandum of Understanding between the Ministry of High-Tech Industry of the Republic of Armenia and the US Federal Communications Commission (FCC) in Washington, D.C.
At the conclusion of the meeting, both parties reaffirmed their commitment to further deepening the strategic technological partnership between the Republic of Armenia and the United States of America.
